H.Res. 35: Expressing the sense of the House of Representatives relating to automated external defibrillator (AED) training in the Nation’s schools.

In an effort to simplify the format of this blog, posts following bills will be structured as so going forward:

What is it called?
H.Res. 35: Expressing the sense of the House of Representatives relating to automated external defibrillator (AED) training in the Nation’s schools.

Who introduced it?
John "Jimmy" Duncan Jr. (R-TN)

What does it do?
Schedule AED training in public school's for staff members, have them be briefed on the procedure for the school's response plan and location of AEDs on campus, hold one AED and CPR drill annually for school personnel to practice, and coordinate with other school's training programs and the American Heart Association Guidelines for Cardiopulmonary Resuscitation and Emergency Cardiovascular Care.

Why?*

  1. "The American Red Cross advocates that improved training and access to automated external defibrillators (AEDs) could save 50,000 lives each year."
  2. "Average 911 response time is 8-12 minutes."
  3. "The likelihood of survival is reduced approximately 10 percent for each minute defibrillation is delayed."
  4. "Sudden cardiac arrest is most effectively treated by combining CPR and defibrillation."

*All reasons listed under this category are pulled directly from the resolution.

Status?
Referred to committee.

HR 160: Ending Corporal Punishment in Schools Act of 2017

In its most basic summary, this bill would allow the federal government to cease funding going to public schools who use corporal punishment. This does not mean a) private schools or b) home schools. There are no penalties for "parents who are schooling a child at home as school personnel."

This bill was introduced by Alcee Hastings (D-FL) on January 3rd, 2017. It has been referred to a committee where they consider sending it to the House or Senate.
